Il Libertà è uno dei quartieri più popolosi e grandi di Bari, ed è considerato un rione centro-periferico che fa parte del Municipio I.
Storia e Origine del Nome:
  • Origine e Sviluppo: Il quartiere Libertà nacque tra la fine dell'Ottocento e l'inizio del Novecento come un prolungamento spontaneo del quartiere Murattiano verso nord-ovest. La sua costruzione rispose alla crescente urbanizzazione della città, dovuta allo sviluppo del porto e all'industrializzazione.
  • Nome: Il nome "Libertà" deriva dallo stile Liberty degli edifici che furono i primi a essere innalzati in questa zona storica.
  • Urbanistica: Inizialmente fu progettato con una struttura a scacchiera, con vie parallele e perpendicolari, tipiche del Murattiano.
  • Periodo Fascista e Dopoguerra: Durante il Fascismo, il quartiere continuò a crescere, accogliendo famiglie operaie e impiegati. Negli anni '30, si espanse verso il mare, dove sorsero edifici di stampo fascista (come il Palazzo delle Finanze, la Questura e il liceo classico Orazio Flacco). Dopo la Seconda Guerra Mondiale, la popolazione aumentò ulteriormente, portando alla costruzione di molti edifici popolari e aumentando la densità abitativa. La crescita avvenne spesso senza un'attenta pianificazione.
Confini: Il quartiere Libertà si estende tra:
  • Ovest: Via Brigata Regina.
  • Est: Via Alessandro Manzoni.
  • Sud: Corso Italia.
  • Nord: Lungomare Vittorio Veneto.
  • Confini con altri quartieri: Confina a est con Murat, a sud con Picone, a sud-ovest con Stanic, e a ovest con Marconi-San Girolamo-Fesca. Il Murattiano è delimitato, tra l'altro, da via Quintino Sella e corso Italia. Libertà inizia, in sostanza, oltre via Quintino Sella.
Aspetti Sociali e Amministrativi:
  • Popolazione e Multiculturalità: Il Libertà è uno dei quartieri più popolosi di Bari, con circa 38.700 abitanti, ed è noto per la sua forte multiculturalità, con una significativa presenza di comunità straniere, in particolare nigeriane, bengalesi e pakistane.
  • Carattere Popolare e Degrado: È storicamente un rione popolare e "difficile", segnato da problemi di degrado urbano, abbandono, delinquenza e malavita. È un rione considerato "socialmente periferico" con pochissimi servizi.
  • "Rione nel Rione": Il Redentore: Una particolare area, definita un "rione nel rione", è quella che circonda e si identifica con la Chiesa del Santissimo Redentore (inaugurata nel 1935), situata in Via Martiri d'Otranto. Questa zona è "ai margini", costruita praticamente accanto ai binari della ferrovia e separata da muri, cancelli e sovrappassi. L'Istituto Salesiano Redentore è un punto di riferimento fondamentale per la gioventù locale, con un oratorio che cerca di strappare i ragazzi alla strada.
  • Servizi Sociali: Un immobile confiscato alla mafia in via Principe Amedeo sarà convertito in un "Help center - centro di aiuto al cittadino" gestito dalla cooperativa Help, offrendo informazioni, orientamento, assistenza, mediazione linguistica e consulenza legale a soggetti fragili.
  • Commercio e Vita Notturna: In passato, via Manzoni era considerata la "Sparano dei poveri", ma ha subito un declino con la chiusura di molte attività a causa della crisi e del peggioramento delle condizioni di sicurezza. La presenza di negozi stranieri riflette la multiculturalità del quartiere. Il quartiere ospita il primo ristorante di cucina curda di Bari, chiamato "Kurdistan", in via Nicolai. Un pub chiamato "Artemisia" si è stabilito in via Dante, trasformando il locale in un teatro.
Punti di Interesse e Strutture:
  • Piazze e Giardini:
    • Piazza Garibaldi: È situata al confine con Murat ed è stata la prima piazza ad essere progettata per il Murattiano (1867). È occupata da un giardino. I residenti con pass ZSR avranno la possibilità di parcheggiare gratuitamente su tutti i lati della piazza e sul primo isolato di via Putignani.
    • Piazza Risorgimento: Si apre davanti alla scuola "Giuseppe Garibaldi" in stile primo '900.
    • Parco Maugeri: Inaugurato nel giugno 2023, si trova nell'area dell'ex Gasometro e crea un collegamento tra corso Mazzini e via Napoli. Al suo interno c'è uno spazio per i cani, sebbene i due sguinzagliatoi siano piccoli e trascurati (con problemi di recinzione e acqua stagnante). Ospita anche l'associazione "Giustizia Climatica Ora – Fridays for Future Bari" nel chiosco precedentemente occupato dal "social pub" Lupi&Agnelli, e l'associazione ha creato un orto urbano al suo interno.
  • Edifici Storici e Istituzionali:
    • Ex Manifattura Tabacchi: Un'imponente opificio in stile Liberty completato nel 1913, situato nel cuore del rione. Dopo la sua chiusura definitiva nel 1982, una parte è diventata sede di un mercato. Attualmente è al centro di lavori di restyling e la sua riconversione è vista come la "chiave di volta" per la rigenerazione del quartiere. Ospiterà il nuovo campus del Consiglio Nazionale delle Ricerche (CNR), con circa 1.000 ricercatori entro il 2026.
    • Ex Istituto Tecnico Nautico "Caracciolo": Un rudere in via Abate Gimma, edificio dei primi anni del '900, abbandonato per oltre 10 anni e di proprietà della ASL. Sarà trasformato in un alloggio per universitari con biblioteche, sale riunioni e bar dall'Adisu Puglia.
    • Tribunale Civile: Edificio sorto nel 1967.
    • Casa degli Alluvionati: Un'enorme struttura costruita nel 1928, dopo l'alluvione del 6 novembre 1926, per fornire un tetto ai colpiti. Si trova in via Nicolai.
    • Architettura e Liberty: Il quartiere conserva numerosi palazzi in stile Liberty, ma molti necessitano di restauro. Villa Colonna De Robertis, progettata in stile "eclettico pugliese" che combina simmetria neoclassica e decorativismo liberty, è un esempio di restauro riuscito, situata in via Quintino Sella.
  • Chiese: Sono presenti quattro chiese principali nel quartiere:
    • Santissimo Redentore: La più famosa e antica, in Via Martiri d'Otranto, inaugurata nel 1935 e affidata ai Salesiani.
    • Santa Maria del Monte Carmelo: In Via Napoli, nata nel 1938 e ricostruita nel 1952.
    • San Carlo Borromeo: In Via De Cristoforis, del 1962.
    • Santa Cecilia: In Via Dante, costruita nel 1966.
Infrastrutture e Mobilità:
  • Ferrovia: Il quartiere confina con la linea ferroviaria, e l'area del Redentore è edificata accanto ai binari. L'ex stazione della Ferrotramviaria si trova su via Napoli.
  • Porto: La parte del Libertà che si affaccia sul mare è "soffocata" dal porto, che funge da barriera architettonica e impedisce la vista sull'Adriatico, mantenendo la zona popolare.
  • Viabilità e Parcheggio: Le strade del Libertà sono strette e presentano problemi di traffico e parcheggio (come la doppia fila), a causa della conformazione antica. È classificato come Zona B per la sosta a pagamento (ZSR), con una tariffa di 1,00 €/ora. L'amministrazione comunale sta valutando l'estensione delle strisce blu (ZSR) oltre via Ravanas, verso via Brigata Bari e Ponte Adriatico, con parcheggio gratuito per i residenti con pass.
  • Ponte Adriatico: Tra Libertà e il rione Marconi, a nord del cimitero, negli anni '70 è stata costruita un'area residenziale più nuova, alla "discesa" del nuovo Ponte Adriatico, ultimato nel 2016.
  • Nuovi Progetti: È prevista la realizzazione di un nuovo edificio residenziale, il Bosco Verticale di Bari, e un parco pubblico nella zona nord-ovest del quartiere (tra il lungomare e via Napoli), con la progettazione affidata a Stefano Boeri. Il progetto sfrutterà la variazione delle altezze per realizzare terrazzamenti verdi e valorizzare la vista verso il mare.

Libertà District
Libertà is one of the most populous and largest districts in Bari, considered a central-peripheral neighborhood that is part of Municipality I.
History and Origin of the Name:
  • Origin and Development: The Libertà district emerged between the late nineteenth and early twentieth centuries as a spontaneous extension of the Murattiano district toward the northwest. Its construction responded to the growing urbanization of the city, driven by the development of the port and industrialization.
  • Name: The name "Libertà" derives from the Art Nouveau style (stile Liberty) of the first buildings erected in this historic area.
  • Urban Planning: Initially, it was designed with a chessboard pattern, featuring parallel and perpendicular streets, typical of the Murattiano area.
  • Fascist Period and Post-War Era: During the Fascist period, the district continued to grow, housing working-class families and employees. In the 1930s, it expanded toward the sea, where Fascist-era buildings (such as the Palazzo delle Finanze, the Police Headquarters (Questura), and the Orazio Flacco classical high school) were built. After World War II, the population further increased, leading to the construction of many public housing buildings and raising the population density, often without careful planning.
Boundaries and Location: The Libertà district spans between:
  • West: Via Brigata Regina.
  • East: Via Alessandro Manzoni.
  • South: Corso Italia.
  • North: Lungomare Vittorio Veneto.
  • Neighboring Districts: It borders Murat to the east, Picone to the south, Stanic to the southwest, and Marconi-San Girolamo-Fesca to the west. Essentially, Libertà begins beyond Via Quintino Sella.
Social and Urban Characteristics:
  • Population and Multiculturalism: Libertà is one of Bari's most populous districts, with approximately 38,700 inhabitants, and is known for its strong multiculturalism, featuring a significant presence of foreign communities, particularly Nigerian, Bangladeshi, and Pakistani.
  • Popular Character and Degradation: It is historically a popular and "difficult" neighborhood, marked by issues of urban decay, abandonment, delinquency, and organized crime. It is considered a "socially peripheral" area with very few services.
  • "Neighborhood within a Neighborhood": Il Redentore: A specific area, defined as a "neighborhood within a neighborhood," surrounds and is identified with the Church of Santissimo Redentore (inaugurated in 1935), located in Via Martiri d'Otranto [i]. This area is marginalized, built virtually alongside the railway tracks and separated by walls, gates, and overpasses. The Salesian Institute Redentore is a key reference point for local youth, with an oratory attempting to keep children off the streets.
  • Social Services and Commerce:
    • A property confiscated from the mafia on Via Principe Amedeo will be converted into an "Help center – citizen assistance center" managed by the Help cooperative, offering information, orientation, assistance, linguistic mediation, and legal consultation to vulnerable individuals.
    • Commerce: Previously, Via Manzoni was considered the "Sparano of the poor", but it suffered a decline with the closure of many businesses due to the economic crisis and worsening security conditions. The presence of foreign-owned shops reflects the district's multicultural nature. The district hosts Bari's first Kurdish restaurant, called "Kurdistan," on Via Nicolai.
Focus on Via Manzoni Redevelopment (New Information): Via Manzoni is currently undergoing a significant transformation.
  • Funding and Scale: The project is financed by the PNRR (National Recovery and Resilience Plan) for approximately 6.8 million euros. The work will cover Via Manzoni along its entire length (750 meters) and its intersections.
  • Timeline: The construction site is scheduled to start on Monday, October 6, 2025, and conclude in June 2026.
  • Objective and Design: The project aims to convert the current vehicular road into a pedestrian, tree-lined avenue, recovering historic paving stones (basole storiche) where possible. It will introduce two rows of trees in nearly every block, thereby improving the area's livability and sustainability.
  • Architectural Details: To recall the street's ancient "textile" vocation, four central blocks will be pedestrianized and paved with new lava and limestone slabs, arranged to form specific architectural designs that evoke fabric patterns, referencing the adjacent historic building facades.
  • Infrastructure Improvements: The project includes plans for an emergency irrigation system, upgraded lighting, and provisions for video surveillance and sound diffusion systems.
  • Construction Methodology: The work will proceed block by block, ensuring that blocks are never completely closed and that passable walkways are always maintained for access to businesses and homes. Initially, work will focus on the lateral strips (currently occupied by sidewalks) to arrange the definitive lateral walkways quickly.
  • Community Engagement: The municipal councilor for Territorial Care, Domenico Scaramuzzi, emphasized that the plans for the site's commencement were shared with residents, merchants, and citizens, aiming for participation and discussion throughout all phases of the work.
Key Landmarks and Structures:
  • Ex Manifattura Tabacchi (Former Tobacco Factory): An imposing Art Nouveau factory completed in 1913, located in the heart of the neighborhood. After its definitive closure in 1982, a section was converted into a market. It is currently undergoing restyling, and its reconversion is considered the "keystone" for the regeneration of the district. It is set to host the new National Research Council (CNR) campus, accommodating about 1,000 researchers by 2026. The true success of the CNR campus project, however, will rely not only on its physical completion but on its ability to heal the socio-spatial fracture between the high-tech site and the adjacent degraded neighborhood market, thus serving as a genuine catalyst for the entire Libertà district's rebirth.
  • Piazza Garibaldi: Located at the border with Murat, it was the first square planned for the Murattiano area (1867) and features a garden.
  • Piazza Risorgimento: Located in front of the early 20th-century "Giuseppe Garibaldi" school.
  • Tribunale Civile: A building erected in 1967. Note that court data from 2002 refers to a "Tribunale Libertà" (Justice Tribunal, Section A) handling cases such as bankruptcies (Fallimenti), executions (Esecuzioni), and penal letters rogatory (Rogatorie penali).
  • Ex Istituto Tecnico Nautico "Caracciolo": A ruin on Via Abate Gimma, this early 20th-century building was abandoned for over 10 years and is owned by the ASL. It will be converted into student housing with libraries, meeting rooms, and a café by Adisu Puglia [i]. A tour of the interior shows ancient cement tiles with geometric and floral patterns on the floor, elegant black iron railings on the stairs, and a wooden partition in the former secretariat. The presidency room contains a notice dated 1998, the last academic year of the Nautical Institute. A weathervane shaped like an airplane stands symbolically on the terrace.
